尋找 tclsh

此模組會尋找是否已安裝 TCL，並確定 include 檔案和程式庫的位置。它也會確定程式庫的名稱。此程式碼會設定下列變數

TCLSH_FOUND = TRUE if tclsh has been found
TCL_TCLSH = the path to the tclsh executable
